Decentralisation Secretariat
Decentralisation Secretariat (DS) was established and given the responsibility to guide, coordinate and implement. It is responsible for managing operational activities, commissioning studies and spearheading sector devolution in the ministries and departments among many other functions.
At provincial level, the office of the Permanent Secretary has been tasked to coordinate and consolidate district plans into provincial development plans for onward transmission to the centre.
At the district level, District councils, District Coordinating Committees, the District Commissioners office and central Government departments shall be the focus of development and service delivery.
The district council has been mandated to provide services and promote development in the areas as well as pass by laws for the district.
It is at this level, for enhanced local’s participation through democratically elected representatives on the basis of universal suffrage that functions and matching resources shall be devolved to these democratically elected councils.
